The artist which drew this cartoon was Franquin. A Belgian illustrator. His work was a mix of Belgian and France influence (hence  the policeman in French uniform, for those who know the cartoon).

Not much is known about vw 181 in Belgian military service, but they used a few of these cars at the Belgian airforce. Apparently, Franquin knew this and used this vehicle in his cartoon. He made a little mistake about the color,  Belgian airforce used the standard olive instead of blue.
